Job Purpose and Organizational Context

Today Ukraine is facing its most serious challenges since achieving independence in 1991. The ongoing war has already resulted in significant loss of life, unprecedented displacement, internally and towards neighboring countries, and devastating destruction of infrastructure. The UN Ukraine Flash Appeal shows that at least 15.7 million people are in immediate need of emergency assistance and protection. Early projections indicate that if the war should continue in the medium to long term, up to 90% of the Ukrainian population could face poverty and extreme economic vulnerability, and the country’s socio-economic progress could be set-back by almost 20 years. In the short-term, 62% of the population is at high risk of falling into poverty. Ukraine’s economy is set to shrink by 45% this year due to the war and even with a moderate recovery in the next few years, by 2025 the GDP would still only be two-thirds of the pre-war GDP in 2021.

In addition, the country faces losses of many people’s lives and devastative destruction of infrastructures and economic bases. Currently, more than 50% of the energy infrastructure damaged, causing the massive disruption of energy supply nationwide with millions of people experiencing power outages and challenges in heating. Extensive scale of destruction of infrastructure, rehabilitating or constructing infrastructures and installing equipment with necessary supply of the materials is urgently required to restore or maintain life-line and key basic services, followed by removal or mines and explosives as well as debris.

Under pillar 1 of the UNDP Resilience Building and Recovery Programme for Ukraine (i.e., Government Capacities for Crisis Response & Management / National Recovery and Development Plan and war damage assessment) UNDP in Ukraine established the project “Strengthening evidence-based recovery in Ukraine” to scale up the support for evidence-based recovery including development of tools, methodologies and technical standards through a) producing building damage assessments, to be applied in all affected communities b) strengthening the government capacities to coordinate and lead damage assessments and c) building a repository of relevant baseline and GIS datasets, from damage assessments and open sources including the use of a number of digital tools for Secondary Data Review, machine learning, and natural language processing, to inform the recovery efforts.

Under this project, UNDP established a Decision Support Unit (DSU) to drive and coordinate various assessments and data collection/analysis in a variety of areas, to inform future actions pertaining to the recovery efforts. In addition, UNDP signed a Memorandum of Understanding with The Ministry of Communities, Territories and Infrastructure Development to launch a building damage assessment (BDA) and support the development of GIS system.

Based on the above, UNDP Ukraine is seeking a qualified Information Management Analyst (Information Platform Developer), who will join the Decision Support Unit and under the overall supervision of the Project Manager and will work on providing actionable analysis for UNDP Ukraine and national partners.

This position is a national position on a Personal Service Agreement at NPSA 8 level. Under the direct supervision of the Strengthening evidence-based recovery in Ukraine Project Manager, the incumbent will be responsible for the following key tasks:

Duties and Responsibilities


I. Platform development

• Translate UNDP’s business/information needs into a common content management system
• Designing Online Information Portal using UNDP Corporate SharePoint Online-based resources
• Design, develop and keep up to date the reporting dashboards, reports, data extracts and other
business intelligence solutions such as Power BI, Power Apps and Flows linkages.
• Develop SharePoint Online solutions, including workflows, custom pages, forms, and portal
• Design SharePoint Online sites, associated infrastructure, and web parts integrations.
• Design, configure and implement content management and workflow application solutions.
• Design, manage and compile analysis reports for online surveys and assessments.

II. Data Collection

• Source, collect relevant datasets and establish connections with relevant organizations as necessary.
• Participate on the Secondary Data Review (SDR) process to support the SDR team in tagging and
visualizing the compiled data.

III. Data Management & Analysis

• Ensure that all collected data is stored in line with global best practice Data Management Guidelines
• Ensure that data is revised and cleaned and that all revisions are recorded.
• Keep relevant reporting documents and internal UNDP pages updated within his/her area of
responsibility.

IV. Capacity development

• Prepare and deliver capacity development modules internally and to government counterparts on relevant topics.
• Provide other consultations to the UNDP Ukraine upon request.
• Organize and participate in relevant meetings and prepare presentations and briefings.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in IT, Informatics, Data Analysis or related fields or
  • Bachelor’s Degree with additional two years of progressively responsible relevant experience will be taken into consideration in lieu of Master’s degree

Experience:

  • A minimum of 2 years (with Bachelor’s degree) of progressive experience in solution development using SharePoint, SharePoint Online, Power Platform or similar technologies would be an asset. Relevant experience with Masters degree is desired.

  • Experience in developing internal/external information portals/pages would be a strong asset.
