DevOps Engineer for the e-Health project (вакансія неактивна)

• MS or Bachelor’s degree — Business, Engineering, IT, or related scientific/technical discipline — or equivalent relevant work experience;
• 5+ years experience as DevOps Engineer;
• 3+ years experience as System Architect or Lead DevOps Engineer;
• Working with Systems orchestration: Ansible, Puppet, Chef;
• Experience on implementing open source infrastructure solutions during last 3 years;
• Knowledge in SQL/noSQL databases;
• CI/CD process implementing;
• Working with docker, kubernetes, VMWare, KVM;
• Experience with Monitoring tools (Zabbix, netdata, grafana);
• Experience with LoadBalancing (HAProxy, Nginx), sticky session;
• Experience with BELK stack/ELK Stack;
• Implement infrastructure solutions following KSZI requirements;
• Experience in working with task management systems (task-tracking systems);
• Proven ability to handle multiple priorities and deadlines well.

• Implement system AAA: Radius, Tacacs + / tac_plus;
• Ability to write scripts on bash. Python is a plus;

Full-time position based in Kyiv. For contracting, a candidate should be able to register Private Entrepreneur of the 3d group.

• Analysis of the functional state of the system, participation in infrastructure audits;
• Analysis of implemented infrastructure solutions and implement infrastructure solutions following KSZI requirements;
• Advising on competencies and tech team composition needed for administering the eHealth CDB, participating in interviews with candidates to the tech team;
• Selection of solutions, architecture, technology for implementation in the system;
• Analysis system load, monitoring metrics, virtual infrastructure, load balance, backups, logging, system access and other management services;
• Implement best practices in DevOps;
• Providing information security and data protection on all levels;
• Selection appropriate facility and design disaster recovery solution.

Background
The Professionals for Reform Support Mechanism (PRSM) provides human resource support — from managers to technical experts — to critical reform initiatives undertaken by national governmental agencies. PRSM is a multi-donor platform, which improves coordination of donor efforts for greater impact and avoids overlap of donor funding. It does not support routine work of the Government of Ukraine that is normally managed by the civil service.

Reform Initiative
The Ministry of Health of Ukraine (MoH) has already announced the implementation of e-Health project as its priority. The Ministry seeks to establish a medical data system, which will maintain a pan-Ukrainian registry of patients, doctors and medical institutions, as well as possess data on contractual relations between them. The system will preclude healthcare actors from concluding fraudulent agreements, as well as provide invaluable statistics on diseases and prescribed treatment, which still do not exist in Ukraine to date.

The Government of Ukraine (GoU) has a strong political will to launch e-Health solutions for the benefit of both its citizens and health care system. Political support has been well formulated by signing of 3 technical Memorandums by the Ministry of Health of Ukraine.
